History

The history of the Clark County Board of MRDD begins with Rosemary Paxson.  When Rosemary’s son Rodger, who was mentally disabled, reached school age, there were no services in Clark County for individuals with developmental disabilities.  So Rosemary transported her son everyday to Montgomery County for day school.  She was inspired to earn her teaching certificate and start a school in Clark County.  In 1951, Rosemary, along with several other parents, put into action the efforts that blossomed into today’s developmental disabilities programs in our county.

Dr. Frederick F. Mueller was our first administrator.  Dr. Mueller had two children, but his son Dick was mentally disabled and was the reason for Dr. Mueller’s involvement in the program.  In May of 1969, Dr. F.F. Mueller was awarded a Distinguished Service Award by the Ohio Association of Retarded Citizens for his outstanding services.

We have moved from “there was no place” to seeing individuals with disabilities as part of our community tapestry.  What is truly wonderful about Clark County is the belief that everyone has a place and a part to play in their community.

Clark County has always risen to the challenges of “figuring out how to make it happen for people,” especially when people have different needs and different demands for supports.

Mission

We assist people with developmental disabilities and their families in living, working, and participating in our community.

 

Our Guiding Principles
The following principles inform our decisions and guide our work:

  • A person's preferences, choices, and desires demand our respect and should be reflected in the individual's plan and its cost structure.
  • Services must focus on the person; build on relationships; and foster growth, responsibility, and individual knowledge.
  • Services should connect the individual to his or her community.
  • Services/Service design should be continually evaluated.
  • Services should be accountable to the individual, his or her family, the community and the taxpayer.
  • To meet the needs of the greatest number of people, we must be efficient in our resources.
    • We collaborate with other agencies to maximize resources.
    • We won't duplicate services that other agencies are mandated
      to provide.
